There can be little doubt that the holding of inquiries by the Board of Trade into causes

rallway accidents and boller ex- plosions has had a useful.effect in reducing the

the numbers of Occurrences. and It is probable that the investigations of aircraft accidents carried out by the Air Ministry have had similar results In connection with air transport.

Such accidents, however, are often due to some error of judg- ment or mistake on the part of the pilot or ground staff, white in itself Is of a trifling nature and would lead to no serious results in other branches of human activity. al- though it may be followed, in the case of aircraft. by the loss of. several lives.

REDUCTION OF ACCIDENTS Occurrences of this character, "we suppose, will always happen so long as the human element s involved, but if anything can be done to reduce the incidence it is likely to result from investiga- tlons made by competent autho- rities which already appear to have: reduced the number of accidents

arising from mechanical or struc- tural failures.

An accident which appears to have been due to a failure of the human element occurred to the Kent flying boat Scipio, of Messra. Imperial Airways. at Mirabella, Crete.

at 8.25 am. (GM.T:) on August 22 last. The flying boat WILS

Alexan- "en route" from dria to Athens, carrying mail, freight, and seven passengers, and was being brought into, Mirabella for re-fuelling.

The air conditions during ap- proach were very disturbed and the pilot failed to leve'-sufficiently so that the hull struck the ware: violently, was broken by the im pact, and the boat sank, Unfor- tunately, two passengers lost their lives and the other occupants. the aircraft were all injured.

INVESTIGATION FINDINGS The occurrence was investigated by the Inspector of "Accidents. Alc Ministry, and his conclusions, re- cently published, are to the effect that the accident was due to a combination of two contributory

Causea.

One of these was that the setting of the tall plane was at or near Its maximum incidence when the plot was attempting to alight without h's being aware of this circum- stance, and the order was that the pilot, misjudging his approach, had consequently to open out his engines at the last moment.

This opening out of the engines with the tall plane at maximum Incidence produced a downward pitching moment of such magni. tude that, with the low altitude available. the pilot was unable to level up the boat before it reached the water,

PILOT'S MISTAKE The Inspector of Accidents points out that the pilot's mistake regarding the setting of the tall- plane incidence arose through misunderstanding. his impression being that he had delegated to the wireless operator the duty of decreasing the incidence, and the wireless operator had either not
