Bail of $500 was set da Mr. E. P. Humphreys following his detention by the police authorities for the alleged driving of a car without due care and caution, and for operating an automobile while allegedly un- der the influence of liquor.

He will come up before Mr. W. Schofield at the Central Magistracy to-day to answer the charges pre- ferred against him for the alleged offences which are stated to have occurred on Saturday night.

It is also alleged that two Chinese were struck down by the car at Gap Road, and one of them is sup- posed to be in a serious condition.

Although the first death as a result of dysentery was an- nounced in the Press five days ago, yet no report, even of a pro- gress nature, has been furnished by those responsible for the safeguarding of the health of the public.

Thus far there have been seven deaths of European children as a direct result of this dysentery scourge, and, although there is no proof, "except of a negative kind, that this deplorable epidemic is lessening, yet the only assistance which the authori- ties elect to grant, a very gravely distressed community is "to make the most careful selection of foodatums and bol! every- thing."

Even in a less enlightened community that would be barely tolerable.

What methods are employed to assure the public that rea- sonable precantions are being taken to guarantee the purity of foodstuffs?

These questions have been asked, but the whole matter of Public Health administration appears to be so entangled in "red tape that the answers have been almost strangled.

WHO IS TO BLAME?

From information obtained yesterday by members of the reporting staff of this paper, it appears that there is a "con- census of medical opinion which lays the blame on the milk supply,

-Milk suppliers are obliged by law-or so it was presumed be- fore this outbreak-to market their product according to a stan- dard. Continual vigilance by Governmentą inspectors must be essential to safeguard the requisite standard.

It is significant that immediately this outbreak occurred, the largest milk supplying organkation in the Colony, announced that it had, of its own accord, decided to pasteurise its milk. All credit is due to this organisation for taking much action in the best interests of the public sa expeditiously.

That action was taken with “the approval of the medioni. authorities."

If the medical authorities “approved” of this method of en- suring milk purity AFTER the outbreak occurred, it seems that their approval in the form of a regulation BEFORE the out- break might have spared many people much great pain and suf- fering.

Asked if it was not extraordin- ary that the recent deaths from dysentery occurred mainly among foreign children, Dr. G. W. Pope."
