A set of provisional measures re- gärding industrial matters in Kwangtung was announced by the Ministry of. Industry.
AMERICAN ARMIES IN FRANCE
Mr. Lloyd George's Vigorous Criticism
Mr. Lloyd George, in Volume 8 of his war memories devotes detalled attention to the American Armies in France and complains that at the outset America was entirely un- prepared for carrying, on active military operations on an adequate scale. Preparations for a vigorous prosecution tarried and lottered in a mariner which he found dificult to explain when looking at the dynamic energy and resourceful- ness of these wonderful people.

term schedule and, apart from porary variations or difficulties, succeeded more or less in fulfilling it. The total ration strength of the American forces in France on November 1, 1916, was 1,668,000.
"Of these forces 61.35 per cent were transported to France in Bri- tush-owned or controlled vessels. 46.25 per cent in American, and 2.5 per cent. In other vessels. Thus the principal share of the carry- ing and, a large share in the con- voying of the American Army wis taken by the British Mercantile Marine and the British Navy.
These measures have been drawn up in view of the fact that, in the past, industrial matters in Kwang- tung were often dealt with in violation of the laws and ordinan- ces of the Central Government,
The new measures state that factories or arms in Kwangtung to whom

by the British. No field guns of American pattern or manufacture fired a shot in the war. The same thing applies to tanks. Here one would have thought that the nations who were the greatest manufacturers of automobiles in the world have turned out tanks with the greatest facility and in the largest numbers, but not a
single tank of American manufac ture ever rolled into action in the
war.
DEFECTIVE TRANSPORT
· "Transport was so defective that ships sometimes took a couple of months to turn round at the ports. and on land it was so badly or- ganized that in spite of help which was forthcoming from other armies a large number of the American troops who fought 50 gallantly in the Argonne in the autumn of 1916 were without sufficient food, to sustain them their heroic struggle in a difficult terrain. The American soldiers were superb. That is a fact which is acknowledged not only by their friends and British comrades, but
by their enemies as well
"There were no braver or incre fearless men in any army, but the organization at home and behind the lines was not worthy of the re- putation which American business men have deservedly won for smartness, promptitude, and eff elency."--From "The Naval And Military Record”
INFANTRY SERVICE
EXTENDED
Brussels, Nov. 5.
· The prolongation of the period of service for the infantry to 18 months was an absolute necessity. said Premier Van Zeeland address- ing the special commission of the Chamber for examining the milit ary extmates. The Government would be glad to receive any sug seations. but must abide by the principles of strengthening the na- tonal defence, and would make this question one of a vote of con
device in Parliament if necessary. Traniaceam size Service
