While this temporary measure is la force all shurt service officers will be eligible for consideration for promotion to the rank of *fignit lieutenant, and the normal qualify- " Ing period of four years will be re- duced, with effect from April 1. 1933, to three years, and with effect from October 1, 1936, to two years. The provision regarding the pass- ing of Promotion Examination "B" will be suspended.
