Requests have, it is understood, been addressed by the French Government to each of the European powers concerned asking them to put into force forthwith their undertakings to impose an embargo on export of arms to Spain, and in capitals where such steps have not already been taken the British representa- tives have been instructed to support this French request.
It is understood that notification has now been received in. Paris of the Portuguese Government's intention to implement their undertaking in this regard. France, Britain and Germany have already imposed an embargo.
Acting on the assumption that all countries which have not already done so will at once make effective their non-interven- tion undertakings, the French Government have invited the pow- ers concerned to take part in further discussions on the subject.
