SINGAPORE'S RISF
For twenty years after its found- ing Penang was considered to be an ideal strategic buse, and when Admiral Regnier assembled there with his army and feet for the conquest of Manila and the Philip- pines he wrote a favourable report on its suitability for refitting. The Duke of Wellington, 13 Colonel Wellesley. visited Penang in 1797, and was equally pleased. Another authority declared there is good and safe anchorage for the largest ships of the British Navy."
All that, however. was before Sir Stamford Rates founded Singapore. Afterwards Penang soon dwindled in importance, and to-day Singapore is the chief Far Eastern base for the British Navy, and it is an event of 'major im- portance in Penang if a British warship as much as visits the har- bour.
