Paris, August 25. Chancellor Hitler's decree, prolonging the duration of the military service from one to two years did not come as a sur- prise to official quarters here, papers having for some days past published reports that such a measure was contemplated and im. minent.
The press in general received the news much more calmly than it had received the news of the Introduction of esmpulsory military service for all branches of the Defence Force in 1935 or the intimation in March this year of Germany's "intention to re- occupy the Rhineland.
Political circles bere nevertheless express uneasiness at the reneral trend of political affairs in Europe, especially at the un- ceasing increase of armaments in all countries..

The joint action by the powers in regard to some possible steps, apart from non-intervention, to hasten the end of the Spanish civil war, or at least to mitigate as far as possible the suffering, hardship and material loss which it entails on the people of Spain, is strongly urged by the English newspapers.
It has now become known that in several capitals, including London, the possibility of measures on a humanitarian basis bas been under consideration and it is understood that the subject. has been raised by the Argentine Ambassador a the doyen of the Madrid Diplomatic Corps at Hendaye where, on the French side of the frontier; most of the Ambassadors to Spain are at present staying.
