Further progress towards general agreement among the powers on the French non-interven- tion proposals is still delayed pending a statement of the attitude of the Italian Government. Franco-Italian conversations are continuing ln Rome and the latest reports state that outstanding differences are being narrowed down.

It is noted here with satisfaction that although intense indignation is shown in the Ger- man press and a strongly worded warning has been sent to Madrid, the German Government polley in negotiations for non-intervention has not, so far as is known, been affected by the unfortunate affair of the German steamer Kamerun which was stopped and searched off Cadiz by a Spanish Government battleship and a submarine and ordered to steam to Gibraltar without stopping at any Spanish port.

The validity of the claim of the Spanish Government to have, established a blockade of cer tain coastal areas in the hands of the insurgents has not at present been recognised in London. The decrees upon which it is based and which were published in Madrid on August 9 and 10 are being carefully examined to determine their precise scope and the issues they raise.
