Gibraltar, August 18. "The Government millila contains some of the bravest men I have ever seen, but their position is made difficult by the fact that hardly any of them are armed with anything approaching efficient weapons,”-declared an experienced observer from Madrið.

A semi-official communique issued here states that the French ambassador informed the German government on Monday of the agreement reached by the French and British governments concerning the attitudo to be observed by them towards the events in Spain. Under the terms of this agreement both gov. ernments will probibit the export of arms, munitions, alreraft, warships and other war materials to Spain as well as to the Spanish colonies and Spanish Morocco, as soon as the Italian. Russian, Portuguese and German governments have signified their adhesion to the agreement in question.
