Hong Kong is rapidly he- coming less law abiding for in
the Colony,
The proportion last year, accord- ing to the annual report of the Superintendent of Prisons (Mr. J. W. Franks), issued at the Legis- lative Counell yesterday, was .186 compared with 17 In 1934 and 18 3912 1936.
"The tollowing table which has been drawn up shows the propar- tions for the past decade of the daily average number of prisoners to the estimated population:-
Year
Pop. Average P.C. 1926 786,920 1,054. .134 1927 890,400 1,180 .136 1028 1,075,690 1.071 100 1929 1,076,690 1,075 ..100 1930

1,114
1.472 1.610.170
.124 .164
It is pointed ous however that the sudden rise in percentage may be attributed to the fact that the population for 1927-30 was probably over estimated and remained so until the census of 1931. 1
NO ESCAPES
During last year, the report says, the number of prisoners received. in the Colony's prisons was 16,140 compared with 13,140 in 1934. The percentage of convicted prisoners adm.ted with previous convictions
was 14.1 as against 14.9.
The Victoria Gaol was, as usual. overcrowded, reports Mr. Franks, and the workshop accommodation was inadequate..
