"The most vivid Impression I gathered from my recent trip to Szechuan, Kwelchow, and Yunnan, was that the people of the three provinces no longer present haggard and grieved appearance.. This is a grateful sign and shows that political progress is being achieved," said General Chiang Kai-shek, after he returned here from his 28-day tour of six central and western provinces, including Hupen. Szechuan, Yunnan, Kwel- chow, Hunan, and Kiangsi.

The greatest defect he found was that all the labourers drafted be- longed to the poor class, while the well-to-do falled to contribute their service. He asked that this be im- mediately corrected.

The absence of public health facilities in Szechuan, Yunnan, and Kwelchow also came under criti- cism. Several districts in Yunnan and Kwelchow, he discovered, do not even have drug stores. Since public health is directly concerned with the promotion of public defence, and the people's livelihood, such a deplorable situation should be bettered.

He considered the headway made in the opium suppression campaign as the greatest progress in Yunnan, As to local administration. Gen.
