So far in thirteen months no more than three new squadrons have been laid down, whereas at least ten times that number might have been inaugurated in the same period.
It is, of course, not suggested that the Regular Air Force should be sacrificed to the Territorial Air Force, but the situation demands the simultaneous expansion of the latter on a far greater scale than that which is at present attempted or even contemplated. By this means, and this means alone, can we hope to achieve equality in the decisive arm, our weakness in which emasculates our whole de- fensive system and, by depriving our diplomacy of essential backing tends to sterilise all our aspirations in the cause of peace.
