It is well-known that these limits are considered by the European Powers in the Conference: to be higher than are necessary on technical grounds the British Govern- ment, indeed, have but forward a pro- posal for substantial reduction. It is also well-known that professional opinion in the United States favours the perpetuation of the larger, more heavily armed, ships.
