Half To League: Rest To Italy
COUNCIL TO CONSIDER PEACE PLAN
Rejection Foreshadowed
(Special to the "Hong Kong Daily Press"). By Telegraph, Copyright, Tols graphic Morangoz Ordinance, Received. cember 13. 7:30 p.m.)
1805
Paris, December 13... Geneva's decision to bring the Franco-British proposals for the settlement of the Italo-Aby: sinian conflict before the League of Nations Council next week is received with satisfaction by the greater part of the press here, which opines that with the time thus gained it will be a great deal easier to bring about a settlement.
+
This decision is all the more welcome because it is hoped that the excitement now prevailing in the League of Nations quarters, which is hardly favourable to caini discussion of the peace plan, will have died down by the time the League Council meets.
+
The pressure exerted by British public opinion on the Bri- tish delegation in Geneva, and the objections raised by the re- presentatives of the smaller states against "the premium for the Bagressor" are watched with growing anxiety here..
Doubts are also heard whether Italy will accept the plan unconditionally, since it became known that modifications made In the plan on Tuesday at the British Cabinet's request are far more important than originally believed,
The foreign political editor of "L'Ocuvre." Madame Tabouls as- serts that the proposals, which will be published on Friday even- 'ing, suggest that Italy shou'd 'cede the Port of. Assab to Abyssinia, and the strip of territory connect- Ing the port with Addis Ababa. The northern part of the
DIO- vince of Tigre with Adigrat and Adows shall be assigned to Italy, who will also receive Ogaden, while the remainder of Abyssinia In- cluding the colonization zone will be put at Italy's disposal to be
under a League mandate.
GENEVA DOUBTS
These concessions, Madame Ta- bouls points out, although st1 rather hard for Abyssinis, are na- Lurally less favourable to Italy than the original proposals. BU that the League of Nations quar- ters are no longer sure that they wim be acceptable to Signor Musso- linl
On the other hand Madame Tabouls fears that the British de- legation, under the influence 0: British publie opinion, will do no- thing to facilitate matters.
The writer recalls that the of the embargo is still hanging at British Government's request like the sword of Damocles over Italy's head.- Transocean Kuo Min.
ROME VIEWS
Rome, Dec. 13. Although the Franco-British proposals have been accepted by Signor Mussolini as a basis for ne- gotiations, political circles here do not expect that the situation will be rapidly clarified, as the practical consequences entailed by the even- tual definite acceptance of these proposals will be so far-reaching and the task of giving affect to them, which will be encumbent on the League of Nations, is likely to prove so complicated, that Duce requires time to thoroughly ex- amine the proposals in detail, ·
It is taken for granted that the sanctions will not be intensified in the meanwhile, and hope is gen- | erally entertained that they will soon be abolished altogether as a result of peaceful settlement be- ing reachd.
The press have so far abstained from comment on the growing opposition to the proposals. ——— Transocean · Kuo Win
