London, November-13.

To-day marks the final stage of the brief election campaign and activity in the constituencies is intense. Most candidates have a long succession of speaking engagements to fulfil this afternoon "and, evening and the canvass of the voters is being continued until the very eve of poll.

The constituencies are flooded with election lite ture of all kinds including posters, handbills and circulars, and exceptional demands have been made on the Post Office services through

which miHons of communications have been delivered.

With some unfortunate exceptions the campaign has been fought calmly, but in certain constituencies, notably those in which National Labour and Liberal National candidates are in the field, there has been a good deal of rowdyism. Mr. Ramsay MacDonald, in par- ticular, has encountered bitter op- position at Seaham Harbour and he and Mr. Malcolm MacDonald, Secretary of State for Colonies, have on several occasions found it dimcult, if not impossible. to ob- tain a hearing.

The Italian protest note against the application of economie sanctions by France was read by M. Layal at the Cabinet Council on Tuesday, and it is now being examined by the Foreign Office, which will also decide the question of whether a reply is to be given,"

The general tone of the Italian note is considered moderate by diplomatic quarters here which express the belief that the continuation of M. Laval's” mediation efforts are still possible al- though these have been made more difficult through “retaliatory sanctions" announced by Italy.

+r 3,,。

"Le Jou" declares that the note had been "very favourably received" at Quay d'Orsay where "the clear and moderato langu- ase of the document is generally acknowledged." The paper ad- vocates that every country which has received the protest note should reply to the note separately and expresses the hope that the French Government which has done so much to prevent or at least modify the sanctions will reply to Italy directly,

U

The foreign political editor of "Le Oeuvre" asserts that the French Government will answer the Italian note before November 18 when the sanctions become ef- fective.

The French reply, the paper says, will state that France is not dominated by unfriendly feelings towards Italy and will restrict her- self to the application of Article 16 of the League Covenant.-
