$10 Million Telegraph Loan
Nanking, Sept. 28. Following is a free translation of the Regulations governing the Issue of the Loan, which were adopted at the 30th meeting of the Legislative Yuan yesterday:-

Art. 5.The loant shall be secured on the surplus accruing from the Income of the International tele graph services of the Ministry of Communications- after deducting i) the amount earmarked for the repayment of principal and pay- ment of interest on various loans contracted with the Board of Trus tees for the Administration of the British Boxer Indemnity Refund;" and (2) the amount due for pay- ment of monthly overdrafts to the Directorate-General of Postal Re- mittances and Savings Banks, which acts as the fiscal agent of the In ternational Telegraph Bureau."

In the event of a deficit, the re- cerpts from other postal and tele graph sources shall be appropriat- ed by the Ministry of Communica- tions to make sum required for the sinking fund of the present loan.
The Ministry of Communications shall instruct the Internationai Telegraph Bureau to pay monthly ur the 25th to the Central Banx or Chinu for account of tha National Loans Sinking Fund Ad- ministrative Commission, the Re- quisite funds to meet payment of principal and interest according to the amounts. sets forth in the Table for the Amortization of Principal and Payment of Interest. "Art. 6.-Redemption of principal and payment of interest shall be effected quarterly on March 31, June 30, September 30 and Decem. ber 31
Art. 7.-The term of the loan shall be seven and a half years. During the Arst three years, 12 per cent. of the total amount of the principal shall be redeemed each year during the 4th to 7th years, 14 per cent, each year; and during the remaining half year of the 8th year, 8 per cent.
The total amount of principal and Interest shall be entirely paid by March 31, the 32nd Year of the Repubile (1943).
Redemption of principal shali be effected by public drawings 20 days before the maturity of each quarterly period.
BEARER BONDS
Art. 8. The Central Bank of China shall be appolated seal agent to take charge of matters relating to redemption of principal and payment of interest.
Art. The bonds of this loan shall be issued in the denomina- tions. of $5,000; $1,000; and $100. all in the form of "bearer" bonds Art. 10-The bonds may be free- ly bought, sold Dr mortgaged: offered as sécurity in lieu of cash where monetary security is re- quired in public affairs; 'or used as security reserves by banks.
Art. 11-Persons found guilty of counterfeiting the bonds or other- wise impairing the, credit thereof shall be punished by the competent judicial authorities according to
law.

This remarkable discovery has been made with the co-operation of the Industrial Laboratory of the National Central University, and the Klangnan Omnibus Com- pany.
Besides gasoline. the bye-pro- ducts of kerosene and lubricating ol have also been obtained. In tests made Omnibus Co., the new gasoline has by the Kiangnan

Highland Airways point out, however, that if preference is given to Captain Roberts the Air Minis- try will not license two airport, as a public one and will not give radio directional facilities, which are essential on the Stonioway to Inverness route. In this way the agreement with Captain Roberts would prevent them commencing a Stornoway to Inverness service. After considering the letter of Highland Airways at their monthy meeting the trustees decided that the Renfrew connection would be of more value to the community, and they are to complete the agreement with Capain Roberts.
