WAR CLAUSE ON BOOKING

NOTES.

This clause cancels the protection which shippers hul previously been given under Tariff forward booking arrangements, as the right must be reserved to increase rates or cancel In order, however, to bookings. aasist shippers who require firm quotations, the Conference Lines have arranged that forward bookings may be made for usual tariff periods urrent tariff rates plus 10% surcharge.

Bookings with this surcharge will be protected and will be subject to the benefit of fall, if tariff rates are not increased at the time of shipment. The war clause applies to all book- ings of tariff cargo which are made without the above mentioned Burcharge.

A threat that Japan would move to separate the North China provinces from the control of Nanking unless the Central Gov- ernment-co-operates with the Japanese was contained in a state- ment issued by a spokesman at the Japanese Embassy here.

The spokesman said that Chinese fears of a Japanese-spon- sored movement for the separation of North China from Nan- king, would be warranted “only if Nanking intends to refuse to co-operate with the Japanese in promoting the developing of a natural economic affinity between North China and Manchukuo, and Incombating communistic Influences working through Outer Mongolia."
