The Committe. will meet to- morrow afternoon and if the same rate of progress IS main.ained should be able to reach a decision before the end of the week.

It is understood representatives of Venezuela and Uruguay have made certain reservations, some- what analogous with hat of the Argentine, who claimed special" consideration owing to the large numbers of Italans in the Argen- tine and the difficulty of voting on the measure hurriedly. Xenter.

Geneva, Oct. 14. At the suggestion of the French delegate, the Commitice of Eigh- teen to-day decided to establish two sub-committees, the first to examine simultaneously the gen- eral boycott of Italian exports and the application of an embargo on the sales of certain key products to Italy; the second to examine the question of mutual assistance to help the states hit by the inter- ruption of their trade with Italy.

Another sub-committee will be appointed to examine how soon the measures agreed upon in prin- ciple.can be enforced. It is hoped Dial Anancial sanctions will be- come effective about October 31.

ARGENTINE CAUTION

The Argentine delegate says thu

ધર્મ he must vote affirmatively, referendum, for sanctions bu; de- clares there are certain steps which the executive cannot con- situtionally put into effect. The delegates from Argentina also re-j quest tha account shall be taken the special position of th country.

1,000,000 with over, Italian settlers,

The statement is interpreted to imply that the Argentine will press for special consideration and possibly delay, in the enforcement of certain measures of the sanc- tions.

AUSTRIA AND HUNGARY

тем

A plenary meeting of the Co- Ordinating Commitice approved the financial sanctions against Italy, Ausria and Hungary made servations, the latter stating that the country was in a position of a debtor nation and was unable to grant credit. It therefore had no interest in that phase of the sanctions, and the matter must be referred to the Government, the de.egate said:

Austrian delegates expressed the same views.

The Chairman announced that it was understood that the Red Cross and humanitarian institu- tions in Italy were exempt from sanctions. Mr. de Valera, of the Irish Free State, said he hoped the same would apply to the religions institu ions of the country.

M. Maxim Litvinoff, of Russia, urged the League to consider the position of members not partict- pating in sanctions.

PRACTICAL APPLICATION

The French proposal" was adopt- ed that the Commitee of Eighteen immediately start examination of measures puting sanctions into practica, application, and the two sub-committies; mentioned earlier, were established.

The meeting concluded at 7.10
