The need for the enquiry arises from the fact that although the main culines of the system of federal finance have been esta blished in the Act, it provides that the allocation of certain resources between the Central and Provin- Icial Governments in India shall be settled by an Order-in-Council after His Majesty's Government has been furnished with an in- dependent review of the financial position of the provinces and the centre, and with technical advice on the financial questions involv- ed.-
