London, Sept. 3. "The report of the Ministry of Health for the year ended Margo 31 last gives an arresting survey of the chief deve.opments' during the 25 years of the King's reign in the Ministry's main services.
Under the National Health and Pensions' Insurance schemes-"one of most memorable developments of pubile health"-16,450,000 per: sons are insured, and in the last ten years more than £90,000,000 in medical benefit. Yet so soundly

TIENTSIN EXPLOSION
Tientsin, Sept. 4.
An explosion of cases of ether in the baggage-room of the Tien- tsin eastern railway station yester- day afternoon caused injuries to eleven persons, two of whom are in a serious condition.

It was only stated that the police (From Our Special Correspondent) suspected the dynamite had been stolen from "Changi and else where" as it was of British manu- facture. They were making in- quiries with a view to tracing the origin of the explosives.
The accused was arrested in a house in Serangoon Road on the afternoon of August 21. As the police raided the house, it was stated at the last mention of the case, the accused in attempting to escape threw away a sack which was found to contaki the explo-
