London, July 29. The third reading of the Gov- ernment of India Bill was carried in the House of Lords without s division. The next stage is the, considération by the House of Commons of -the amendments made by the Upper House. This stage will be reached on Tuesday. It is hoped that, it will be possible to complete the task in the one sitting, for, although "between 150 and 200 amendments have been made, most of them are of % Drafting character. For the con- venience of MP.s the India Officé is preparing a memorandum ex- plaining the scope of the amend- ments and showing clearly which are drafting amendments, which are technical, and which involve changes of substance.

Thougn some members will ex- press their regret at the change, it is not suggested that the pas- sage of the El will be delayed. In that case the Royal Assent will be given to the Bill before Parlia- ment separates for the Recess, and Ministers can then turn their attention to the next chapter: which includes the setting up of various inquiries which have been promised and the preparation of the necessary Orders in Council, which must be approved by both Houses of Parliament before the Bill can operate
