It was just recently, that the House of Commons took final leave of the Finance Bill and Budget of the year. It passed the third reading by 163 votes to 11 and the utter feebleness of the latter £gure very aptly emphasised the poverty. of the Opposition attack. Thus Mr. Brown, of Mansfield, was re- duced to saying that the financial crisis of 1931 was conveniently arranged for the Conservative Party by "the financial lords of the city" who could doubtless arrange another whenever the occasion de-

manded. It would perhaps be in- teresting for him to read Lord Snowden's "contemptuous dismissal of this silly story of "conspiracy " and the good opinion be held of the banks who were always there to lend financial assistance to the Government whenever occasion 'de- mmanded It was due to the fact that the country was living beyond"

In case you laughed. you haven't seen it, a visitor to the Colony has written to the local papers, and declared that THE MEN OF HONG KONG HAVE THE WORST MANNERS IN THE WORLD. I always said you were going to get it in the neck one day.

The writer was, as a matter of fact, very kind to you. She only objected to a few faults, such as speak- ing with your mouth full, and upsetting your asparagus on to your partner's lap while telling her a fishing story. But when I consider some of the crimes I have seen com. initted against good manners and etiquette in Hong Kong, my stomach turns over with sheer shame of it all.

I have seen one young man deliberately ask a young girl to dance with him in a public place without first re- moving his false teeth. I have seen a Fireman spit in a Countess's tea and pass it off as a joke. On one awful and never to be forgotten occasion, I saw a Gossip writer go in to dinner before the wife of a Naval Archi- -tect. These things are not to be borne.

Let me give you a few social ps that may prevent you from making these apailing gaffes.
