A MINISTER OF DREAMS

Many people were glad that Mr. Stanley Baldwin was disposed to make no apology for that feature of his new Cabinet which has caused the liveliest comment and conjecture, namely the appoin ment of two Ministers, without Portfolio. It was not so very long ago that Lord Eustace Percy himself looked askance at the creation of a Minis per without Portfollo. Those were the days when he was afraid that such a Minister "would add utter to the floor, and sometimes in the waste-paper basket." It is to be hoped that since then Lord Eustacé Percy has learned to think more nobly of the opportunities which are now open to him for in his re- cord there is evidence in plenty that he is just the man for such an occasion. He has time and again shown himself possessed 'of that wider vis on and that philo- sophie mind which see in politics

Expert Submits His Report
Nanking, July 11. Dr. Benito Mari Berloultural expert appointed by the League of Nations, has made the following report to the National Economic Council:-
"The Chinese silk export trade has greatly diminished in the past few years, in spite of the. huge American consumption, and the well-known preference of the American weaving industry for Chinese silk
"There are two causes for this decline. The first is the lack of skill in the management of the
reelers, however. compisined of the kind of excoons produced, be- cause of the thickness of their thread and its inferior cleanness and neatness.
"The Sericulture Improvement Commission, the organ constituted last year by the National Economic Council, is now taking steps to deal with the problem on "the scale required, The Commission established last year an experi mental station at Hangchow, and a number of preparatory expert- ments were carried out, especially certain with the crossings with

The main charac- teristics common to all those varieties were the fineness, clean ness and brilliancy of their thread, which were such as to permit in many provinces the production of the thinnest types of thread (as the 8/9 and the 9/11) with an excellent percentage of evenness, elasticity and cohesion

"Work at this new station has already begun, though the build- ings are not yet complete.. The aim is to produce Improved varieties of alikworm. For this purpose nearly 2.500 kilograms of cocoons were produced and select- ed, half of which were Cantonese, Szechuan and Shar- tang varieties, and rearings were begun in May. Experience in the years 1933 and 1934 suggests that the improvements may be affected in a surprisingly brief time.
"The station is working on the following programme:

3. To prepare. white crossings to be given to farmers for testing, on a large scale.
..FOREIGN SEED "Beginning ten or fifteen years 880, this state of affairs was changed by the importation of foreign seeds, chiefly from Japan. A rudimentary egg-producing in- dustry also developed in many parts of the country. Thus, the uniformity of the Cocoona was compromised. Instead of the de- pendable crop of earlier times, the Alatures found that they were collecting cocoons of differing shapes, sizes, colour, etc. Morcover since the imported seeds were for Athens, July 19 the most part inferior to the The country was taken com-
