'Paris. July 3. An impressive appeal for inter- national co-operation and friend- ship was made by delegates of the international ex-servicemen's or ganisations who, after a joint meeting which lasted two days, adopted the following resolution on Tuesday evening:--

peace.
(4) Since war should not be regarded as a means of settling disputes between nations, ex- servicemen declare that in case the existing agreements do not offer a favourable solutian, pend- ing points at issue should be sub- mitted to a court of arbitration whose decisions should be binding.
