General Sir Robert Cassels
(Special Air Mail Service);
London, April 18. By appointing General Sir Robert Cassels to succeed Sir Philip Chet- wode as Commander-in-Chief in India the selecting authority has followed the routine course in mak ing the appointment from the generals list of the Indian Army after it has been held by an officer of the British service. At the pre- sent moment it is perhaps for- tunate that the alternate rotation between the two services brings a Commander-in-Chier from the In-
dian Army.
It is natural that the officer la chief command, who all through 7.03 to 7.28 p.m.-Symphonie Es his years of service has been in pagnole for Violin and Orchestra close touch with Indian soldiers, (Lalo, Op. 21) played by will understand and sympathise Bronislaw Huberman (Violín). with the Indian elements now fil- 7.23 to 7.40 p.m.—

RUSSIA
A Neighbour Of India
(Special Air Mall Service)
London, April 18. Hsinklang, Chinese Turkestan, though still nominally under Chin- ese sovereignty, has become virt- ually a Russian protectorate, I was told to-day by Doctor Sven Hedin, the veteran Swedish explorer, who has just arrived here, writes a cor- respondent
This changes radically the con-
ditions in Central Asia, as Russia now becomes a neighbour to the Indian Empità.
Dr. Sven Hedin pointed out that since disturbed conditions have prevented Chinese caravans from crossing the Gobi Desert, Hain- kiang has become a purely Rus- slan zone of economic influence. The Soviets have cornered its entire | trade, without having to incur the. great expense and political risk of direct intervention in the admin- istration of the province.
Chinese
The Nanking Government, nut relishing this state of affairs, and wishing for closer relations with the semi-independent Gavernor in Urumchi, invited Dr. Sven Hedin to map out roads across the South-West corner of the Gobi Desert. This would re- duce the time taken to reach Hsinklang from three months by camel to two weeks by car. · Such roads could easily be built across the hard tightly-packed sand of the Gobi Desert,
Dr. Sven Hedin has now recom- | ́mended the "construction of ser- tain roads, which would mean the reopening for motor-traffic of the World's most famous caravan route -the ancient "xilk-road to St. markand, whence Chinese silks and other rare goods passed on to Rome and Western Europe.

What He Told The Fuehrer
(Special Air Mail Service)
London; April 18. Sir John Simon, who, with Mr. Bamsay MacDonald, left London for the Stresa Conference, made a statement in the House of Cop- | mons on his Berlin talk with Herr
Hitler.
Among the rearmainent claims set out by the German Chancellor, Sir John explained, "were:
An armiy of 38 divisions," numbering 500,000 men.
Nayal tonnage equivalent to 33 per cent of that of Great
Britain.
Air parity with Britain and France. #
The right to possess all types of
arm
Herr Hitler also expressed the view that Germany's lack of colonies made her a country of in- pact. af
ferior rank.
Though rejecting a mutual assistance with Russia, he agreed to a non-aggression pact in Eastern Europe, but would exclude Lithuania:
