REFORMS IN POLAND

HISTORY OF THE NEW TERRITORIES

The following is the continuation of Mr. J. P. Braga's talk at the Rotary Club The first instalment was published yesterday:—

THE FIRST RESIDENT. Mr. Ormsby considered that "the construction of such a reservoir on the southern or eastern slope of Taimo Shan for the supply" of water to Kowloon was very destr able, in order to meet the, wants of the rapidly Increasing towns' on that peninsula, by gravitation, and thus set free the large acreage then reserved as a catchment area, and render it possible to disponse with the expensive pumping esta- blishment." From the outset, the instructions from Els Majesty's Secretary of State for the Colonies to the Governor of Hong Kong made the Governo clearly to understand that the New Territories should be regarded as an integral part of the Colony, and, as such should be brought under the general adminis- tration of the Colony.

Mr. Joseph Chamberlain, the then Secretary of State, wrote to the late Sir Henry. Blake that

Dr. Katewall who ucted as interpreter, addressed the gathering, and pointed out that the land on which the villages - stood would be required for a most im- portant public purpose, namely, that of providing the ground for the big Shing Mun Reservoir to supply, much-needed water for the inhabitants of Hong Kong. He assured the Chimese villagers that the Government would treat them fairly and that 'the sites were to be resumed the owners would be | accommodated under similar ig not better conditions in other parts of the New Territories, besides-recely- ing monetary compensation. The amount of such compensation was to be left over for determination..
