For no matter how formidable the ag-i gressors are and how willing the Chinese Government is to be hu- miliated, the people of China will defend the independence of their country despite repression by their own traitorous government which

The Power Attitude

If China seeks to apply pressure to Japan by obtaining aid from other Powers, acting in a way to disturb the peace of Eastern Asia Japan must positively defy it." Absurd statements of this category have been issued time and again by Japan's spokesmen, and Mr. Hirota, speaking as Foreign Min- ister before the Japanese Diet an February 2, made it unmistakably clear that Japan's "present policy "vis-a-vis China is based on this (Declaration)."

Although this "hands off China" declaration is designed to test the reat attitude of the Powers as well as to bare her true colours to the world, there is no doubt that the implications are not treated as a lake by militant Japan, who is de- termined to take "positive action" In order to realize her imperialis- tie atms. In the effort to preserve their national sovereignty in the face of armed aggression, the Chinese people seek the assistance of friendly Powers, because: (1) the- responsibility of maintaining the peace of the Orient should not be borne alone by China and the Powers who have interests in the Far East have no reason to evade

their duty by ignoring Japan's violation of world peace; and (2) the purpose of China's struggle with Japan whether through the exercise of political, economic or military weapons, is not only to preserve the peace of the Orient by defending China's, integrity but also to uphold the sanctity of in- "ternational agreements. For these reasons we insist on calling" the attention of the Powers to their solemn obligations,
