SMUTS ISS UES GRAVE WARNING

Of Risk In The Pacific

General Smuts, the veteran -soldier-statesman, is once again in the forefront of the world's news as a result of his speech which was delivered at the South African In- stitute for International Affairs, Capetown, on Monday.

Great prominence is given to the views expressed by the Minister of Justice for South Africa who declared that Japan's attitude created a potential danger spot in the Pacific and adds that in the event of trouble, on a large scale breaking out, Japan, China, the United States, Great Britain as well as all the Dominions, may easily be involved.

London, Feb. 11.

The "Dally Telegraph comment ing on General Smuts' speech says the world must keep its eyes wide open to the convulsive stirrings on the edge of the Pacific Ocean.

The most practical alm for those who, like Smuts, are working for world peace, is to make effective by direct negotiations the assur- ances recently given by Japan that denunciation of the Washington Treaty involves neither the inten- tion nor the desire to enter into competition of naval armaments.

The "News Chronicle says it is too early to say Japan will not respond

to sympathetic diplomacy, but it is too late to assume that she, of necessity, will do anything of the kind.

The only effective buckler against Japan, if she is bent upon. pursuing the dreams of Empire to the end, is an Anglo-American agreement for co-operation in ease of need- Reuter.

AMERICAN OPINION

New York, Feb. 11. The tenor of General Smut's speech is completely in line with official thought in Washington, according

to "the "New York Times' which adds that such pro- nouncements on" the part of the British statesmen have been re- ceived with quiet satisfaction in Washington and heighten the bellef that a "de facto" poflcy of co-operation has been virtually reached, also as regards naval affairs in the Far East though any understanding of this kind is necessarily informal and subject to change without notice- Beuter.

THE SETH PARKER CALLS

Cruiser Once More Answers

S.O.S.

Somewhat, conflicting reports have been received in connection with the Seth Parker affair. It will be re- called that in response to urgent 9.0.S. calls for assist- ance, H.M.S. Australia, with His Royal Highness The Duke of Gloucester aboard, rushed to her assistance and upon arrival at the scene, in Tahitian waters, the crui- ser found that there was nothing wrong with the yacht.

It was thought that the messages were part of a pub- licity stunt and the whole thing was received with mixed feelings in the United States and elsewhere. Now, when all sympathy for those aboard seem to have been lost, comes the news that repeated calls for assistance have been flashed out, stating that the vessel is leaking badly and that all her rigging had been lost.
