Million Dollars On Development

Haring for the last two or three years exerted its reconstructive. efforts on the development of com munications, the Hupeh Provincial Government has decided to turn its attention to the promotion of pro- ductive enterprises. Plans for the encouragement and improvement of coal, cotton, spinning and wood all'industries have already been drawn up by the Provincial Bureau of Reconstruction, and about B million dollars will be appropriated for that purpose.
Coal deposits at Hsiangchi and Hingshan in Hupeh are said to be superior both as regards quality and quantity. The beds there are up to eight metres thick and ex- tend to over a distance of fifty kilometres. As to quality, the Hsiangchi' products are noted for their cohesion and their adaptabl Hity to refining.
Although occupying second place in China in the production of cotton, the products of Hupeh are gradually losing their market owing to the practice. of adulation. To put an effective check on this. a strict inspection of production and transport will be carried out by the provincial authorities in co-operation with the Bureau for Inspection of Commercial. Com- modities, which is under the Minis try of Industries. 20 to 50 cotton ginning factories will be establish- ed at Hsianghua and other cotton producing districts. ·
Plans are being made to remove the equipment of the government operated cotton mill from the Wu- han area to Fencheng in northern Hupeh for the establishment of a new mil This decision has been arrived at on account of that location's proximity to the cotton- producing districts as well as to the neighbouring provinces of Honan and Shensi..
With regard to wood all, the foreign market for Chinese pro- ducts has been seriously affected by the American success in producing that commodity, and as soon as Japanese succeed in producing It In Korea, a farther blow will be dealt to the native industry.
