SOCIAL WELFARE

The Individual's Part

Though the field of organised 60- "Claf Service is extending every year, It would be foolish to imagine that it now embraces everything. It would be still more foolish to think that its existence and spread ab- salve every one from the duties of private charity. Shifting respon sibility to other shoulders is a fav. ourite practice with some people, and when the shoulders belong to an organisation rather than an in- dividual they are still more ready to do it.

If for example, a man comes "to an employer who needs new work- ers and asks for employment, tell ing him candidly that he has just come out of prison, the chances are that the employer will definitely refuse to have anything to do with him. The man will naturally pro. test that he should be given an opportunity to make good. Other wise how is he to live?

"But is not there an organisa- tion to look after cases of this kind?" says the employer, vaguely remembering something about "After Care" workers or a "Prison- ers' Aid Society," and therefore considering it unreasonable that he should by expected to do any- thing.

TECHNICAL EDUCATION

Report Issued

The report by Mr. George White, B.Sc., AMI. Mech. E. Principal of the Junior Technical School of Hong Kong on a proposed general· scheme for the inauguration of a system of technical education in Hong Kong, has just been issued

In its seventeen closely printed pages the report contains particu- lars of the types of courses proposed the selection of students, the pos sible lines of expansion, the capa elty of the various courses and details of the proposed administra- 'tion and general staff. j

The five courses proposed are the unler courses, the senior courses. the part time (lecture) courses and the "part time (trade) courses, as well as the minor courses. The senior courses include training la marine engineering, building and automobile repair, and the course of marine engineering will be so organised as to qualify for re- cognition as an approved course under the Board, of Trade Regula- tions. "The organisation of course of building" says the re- port, "is greatly helped by the existence of the Building Contrac- tors' Association." This body, realising the value of the training offered, has already offered to assist to making it possible to com- mence training at the earliest pos- albie date.

When I say that some of the subjects taught, are to the majority of the students, useless, I mean Trigonometry, Physics, Chemistry and Science. These subjects are useful only to students who can afford and who are prepared to sit for higher studies. But whas per centage of the pupils can afford to continue their studies in umiver sities? Surely it is common logle to deduce that "stones are more than diamonds" and as such, it is to the benefit of the greater portion of the students that they should insist to be taught subjects which would eventually prove to be their means of gaining a livelihood. After all, one of the main reasons why most parents slave and toll to send their children to school is to see that they are trained and equipped with sumclent knowledge to enable With regard to buildings, the re- them to fend for themselves when port states that in the first in- they grow up. The Junior Technical School is already in existence, and the report includes a plan of the proposed trades school to be built in Wood Road, Wanchal Detalls kind to private charity, thereof the fees to be charged are also should be a Bociety to provide for included in the report.

Sometimes the mere fact that ä person thinks that there "'ought" to be 3.M organisa- tion to deal with cases that

is asked to help is regarded as ⚫ sumclent reason for refusing as sistance. Thus, if a poor workman

on whom a family depends is thrown into unemployment by sickness, or if a poor nursing mo- ther is in dire went, or a respect able family is suddenly plunged into complete poverty, it is always possible to refuse suggested as- sistance on the plea that, "It is not right to leave, things of that

them"-as if the fact that such a Society does not exist. is quite be- side the question.

Responsibility Evaded When a charitable Society act- ually does exist a great number of cases are recommended to it for assistance by those who might well be expected to relleve them them- selves.
