It is hoped that this meeting will be the beginning of a new era for the Territorial Army in Britain..
Meanwhile, representatives of the Territorial Army are greatly con- cerned with the gradual decline in its numerical strength A.com- mittee of the Council of County Territorial Associations has been appointed to review the situation, and make recommendations with a view to increasing the popularity of the Service, The nation's need of the Territorial Army is greater to-day than it was in 1914, and yet the measure af öfficial encourage- ment to young men to join the ranks has grown less.
The result of cheese-pairing policy is that there is a shortage of 1,046 officers, and 30,313 other ranks, while the establishment is, roughly, half of what it was in pre- War daya.
There are mostly; on paper, two Territorial Divisions in London. The strength of both is little more than the authorised strength of
one.
£5 Per Man and Camp Pay The County of London Territorial Army and Air Force Asociacion re- cently passed's resolution express- ing the view that the time had rume when the Government should "act with fustice to the Territorial Forces, and provide reasonable compensation for the very grave sacrifices made and responsibilities undertaken.”
The Association urged the pay- ment of marriage allowances to all ranks irrespective of age Umit, and an increase the payments made to the emelent Territorial' soldier. In order that payments should be commensurate with work done, the Association held that the man should be in the position to draw an amount of £5, in addition to his pay in camp. Five pounds was the
· level of payment in 1922. The Association accordingly recommend that the Proßciency Grant should be 30s. as at present, and that allowances at the rate of is per drill up to the maximum of 70 drills should be granted making the maximum payable £5 per man, as it was 12 years ago. To-day it is 30s."
In sending these recommends- tions of the War Office it was pointed out that the Territorial Army had undertaken "very serious obligationis in respect of oversens service. Owing to the reduction of our: Regular Army and the disap- pearance of the Militia, the Terr torial Army soldier might be called upon to leave his civilian employ- ment and proceed overseas, prod- ably for quite a long campaign.
