Co-operation Essential

"My endeavour will be to get the cordial co-operation of all concerned in carrying out the various schemes determined upon, to make workers and supervisers alike feel that the schemes are their schemes, and, if success is achieved, the credit theirs.

"The task resolves itself into a steady attack on a dedned front. The enemy of depression, so long and deeply entrenched, will not be quickly overcome; it will not be easily dislodged. The lie of the land lends itself in few places to a rapid advance, but persistent attack will bring-victory.-

"I wish to stress that the Government has devised a practi- cal scheme and are wisely testing It out in the most depressed areas, Do not let us waste our time de- bating the theories of relief, or measuring the schemes in terms of two Commissioners and £2,000,- 000.
