IN U.S.S.R.

To Be Abolished

Moscow.

A regular plenary session of the Central Committee of the Com- munist Party of the Soviet Union, which sat for three days, discussed and passed on decisions on the question of the abolition of the 213 system of rationing bread and several other products, and re- organisation of political sections of State farms and machine and tractor stations.

The resolution of the plenary session on abolition of the system of ration cards for bread and some other products, in its introductory part. states that the food card system had been necessary at the time of its introduction, because of the growing demand for food in cities and industrial regions, whose requirements in bread and other products were increasing un- der the first Five Year Plan, due to the growth of cities and the Industrialisation of the US.S.R.

Sirice this will lead to a certain rise in bread prices, the plenary session considers that a corte- sponding increase must be effected in wages and salaries,

The plenary session considers it necessary:

To abolish as from January 1. 1935, the rationing system for bread, flour, and cereals, and to organise universal free sale of bread and other products to the populace through State and co- operative shops;

To cancel all existing retail prices for bread, flour, and cereals, and to introduce unified retail State prices for these goods;

To raise, as from January 1, 1935, all wages, salaries, scholarships, sum' i and pensions:

To start immediately an expan- co-operative shops for the sale of bread-Tass.
