Captain Hemsley, the Chief In- spector of the regular Star Police under the Governing Commission. and Prince Hubertus von Loeven- stein were the principal protagon- ists in the second incident which occurred here on Monday and which took the form of a violent dispute between the chief of police and the German emigres in one of the Saar cafes. The upshot of the altercation was that Prince Loevenstein left the establishment .amidst the greatest excitement with the other visitors in order to lodge a complaint against Captain Hemsley with Mr. Knox demanding his immediate dismissal from the post of Chief of the regular police.
