Kachek, Hainan, November 28.
The district of Deng-ang is the only one in Hainan with no sea-coast. The name means "Certain Peace" but that is an ideal rarely if ever realized. The district winds around in all sorts of curious curves, its borders as irregular as the pieces of a Jig saw puzzle, and customs and manners differ in various parts of it. Ro- cently we made a trip to the southern and western part of the 'district, and found several things of interest.

An interesting report on civil administration in Yunnan pro- vince during the past three years has been submitted to the Central Authorities by the Yunnan Pro- vincial Government.
Since the enforcement of land surveys, which have already been completed in 50. districts, the amount of arable land has been in- creased two-fold. At the same time, the storing of rice and grabs has been strictly enforced by the Provincial authorities, with the re- sult that there are now 4 million piculs of rice stored in the Yunnan granaries.
An examination system for Dis- trict Magistrates has been intro- duced in Yunnan, the report con- tinues. Successful candidates are put on one year's probation, and if satisfactory they are made Acting District Magistrates.
After two
years of approved service in this acting capacity they are promoted to the substantive post So far, the system has been operating suc- cessfully.
