Banks Preparing For "Change

Cologne, Nov. 7. While the political controversy about the fate of the Saar con- tinues to rage, the business world, taking for granted that the Saar will soon be restorted to full German sovereignty, makes prac- tical preparations for the change. Thus numerous German banks are arranging to open branch establishments in the Baar. Hlt- herto only the Deutschebank Discontgesellschaft and the Roechling Tiroecieling had bran- ches in the Saar, but it was an- nounced on Wednesday that the Dresdner Bank and the Credit Industrial d'Alsace de Lorraine

In Strassburg have signed - an agreement that when the Saar is re-incorporated in the Reich, the Saarbruecken -- branch

the Strassburg Institute will be taken: over by the Dresdner Bank. Berlin, Nov. 7. The communique issued on Tues- day about the conversation between Laval and the German Ambassador is regarded in Berlin as bringing no clarification in the Saar ques- Non, While on the one hand, it la considered gratifying that Laval denied the truth of the allegations of the French Press that the French Government is making military. preparations for marching into the Saar, on the other hand Laval adhered to the standpoint that France is not only justified but is morally obliged, if necessary, to send troops into the Saar to pre- serve peace and order as well as to ensure freedom from the inter- ference for votes at the plebiscite. As the German Ambassador pointed out this standpoint is in- admissible by Germany and he suggested that the exchange of views be continued. The Ambassò dor was at that time aware that not only he himself but also the German missions now in London,
