Railways, Mining And Road Building

Nanking, Sept. 25.

In a telegram from Lhassa to the Central authorities, General Huang Musung. Special Com- missioner to Tibet, reports that his recommendations regarding the promotion of postal facilities between Hsikang and Tibet" and the construction of highways in Halkong have been approved by the Tibetan lenders. He, stresses the necessity of developing com- munications between Hsikang and Tibet in view of the cessation of military hostilities since the de- mise Dalai Lama, "temporal ruler of Tibet," and of the loyalty of the Panchen Lama, spiritual ruler of Tibet."

The following, five highways are recommended by General Huang for construction.

SEVERN BRIDGE SCHEME

On several occasions in recent years the question of a new bridge across the river Severn, preferably In the region of Chepstow, has been discussed. Buch bridge would obviate the long detour. of road traffic via Gloucester, and save some 50 to 60 miles in the case of traffic proceeding to the south and west of England. It will be recalled that the Severn bar- rage scheme was the subject of a long injury, but the whole ques- tion seems to have been again, shelved. The peed for a bridge. however, is being felt and Chep- stow Urban Couneli has decided to re-open the subject by sending a resolution to the 'Ministry of Transport and local Members of Parliament, urging that a bridge be proceeded with.

In The Kiangnan Shipyard

Shanghal, Oct. 8. The opening ceremony of "the newly constructed dry dock (to be known as Dack No. 3) of the Klaggnan Dock & Engineering Works Kiaochangmias, Nantao. will take place next Wednesday, the Chinese National Holiday, at 11 a.m.. when the Chinese cruiser Yat Sen will be docked;

The Minister of Navy, Admiral' S. R. Chen, decided about a year. ago to have this dock constructed with a view of accommodating longer vessels deeper draft and than have formerly docked in Shanghai. The projected length of this new dock is 840 feet, and at present the inside length is 388 feet.

The contract for the intended extension is under consideration and will be settled in a few days, and work will be commenced im mediately upon removing build- ings on the proposed site.

Situated on the west side of the No. 1 Dock, (which has a length of 550 feet) which is adjacent to the shipyard, the new dock has breadth at the entrance of elgbty feet and a depth of 27 ft... and 8 inches.

Desription of the Dock The side walls consist of a doy, ble row on each side of "Larsen" steel sheet piling containing an alloy of copper which is guaran- teed to give a life of 80 years. The frame work of the terracing is

The thirteenth annual Engin- eering Exhibition of the South Wales Institute of Engineers has been fixed for the period fram Wednesday, November 21, to St. turday, December 1, inclusive. This exhibition during the twelve pre- vious years has proved a very great attraction. It was originally held at the Drill Hall, Cardiff, but was subsequently moved to the Grey- friars Hall, a temporary building with the largest ficor space in Cardiff. The hall has been booked from November 12 to December 6 to allow time for the erection and " removal of the stands and exhi- bits. All sections of engineering, are covered, by the exhibition. particularly those branches relat- ing to the coal and iron industry, steam and electrical power, me- chanical appliances of all kinds, including those for the use of coal mines above and below ground, all types of workshop appliances, signalling and other devices for the safety of mines, scientiac instruments for measuring and recording and other purposes, plant for metallurgical processes, a marine section including modeļs of docks and linets, marine boll- ers, appliances for loading and unloading ships, &c., and the p- duction of gas, coke, tar-distilling, &c.

Struts spaced 5 feet centre, form- ed to take the wood planking to receive the shores which support and hold the vessels in equill-- brium on the keel blocks... The "entrance to the dock is construct- ed with an extra heavy type of "Larsen" piling securely stiffened by channel irons, and connected by 3" dla ties carried back to a longitudinalsystem of anchor piles about 65 feet long. This pil- ing connects with two strong. boxes of heavy construction which form the entrance and which the calsson butte against effectively making a watertight jonit.

The flooring of the dock inside the entrance is of 6 inch and 4 inch pine, lald on 14 inches x 14 inches pine beams spaced 5 ft. centres. The beams are supported by round piles 14 inches centre dia- meter and having a length of 38 ft. These circular piles are con- nected to the beams with heavy straps fitted over the beams and connected by bolts

piles spaced about 4 f centres, and have a solid foundation of concrete on top. it thick to which is attached the 8 inch flooring.

The Dock Bottom

The dock bottom has a cam- ber of. 8 inches to allow water to drain rapidly to sump and the dock bottom is constructed with a 6 inch rise no gutterways being employed, as it was considered a means of collecting mud and pre- venting a clean dry bottom.

The sump. has been arranged and' is 10 ft. wide and 4 ft deep, constructed of steel sheet piling with the usual perforated steel plates to permit of ample flow of water to the pumps. Ladders on each side for access to bottom of dock are hinged and tucked in be- hind the inner side of the en- trance boxes. Slopes for the re- moval of heavy gear from vessels to the shops are placed at head of dock in close proximity to the rallway. The Steel Calsson which closes the entrance of the dock is 86 ft. long 18 ft. wide, 28 ft. é lich deep and has a displacement of 1,200 tens-It is built on the long- itudinal priciple and has two. steel decks, a centre bulkhead and one transverse bulkhead to tank deck. Above tank deck are two steel bulkheads that all compart- ment with the rise of an excep tionally high tide and automati- cally prevent the calsson from Jumping.

The Caisson is bited with an electrically driven centrifugal pump having a 11 inches suction and discharge.

Two large sluice valves 48 in- ches diameter with steel pipes are fitted through the caisson, to en- able the dock to be flooded quick- ly. These valves are operated from the tank deck, the operating wheels being fitted on bulb bear-" ings,

The Caisson is designed to be able to doat in a stable condition on a light draft to enable the dock to be used at any state of the tide.:

The pumps Installed are two Vickers Gill 29 inch Axial Flow Horizontal Spindle Propeller pumps each delivering 31,700 Im- perial gallons per minute (8,470 long tons per hourd against a to- tal head of 27 ft. when running at 720 rpm.. absorbing. 352 h.p., having an efficiency of 75 per, cent. Each pump is direct coup- led to one "English Electric” “A. G. S-15 Frotected Type Slipring Induction Motor capable of deve- loping 380 h.p. at 720 r.p.m. wound for 3 phase, 50 cycle, 400 volt sup- ply, fitted with brush lifting and short circuiting device.

The pump house" is a handsome red, brick building, containing se- parate hot and cold water baths for Officers and Men elaborately fitted up with modern plumbing, with kitchens and Store Room, etc.. and operating engineers' The boiler house 14 quarters. situated at the head of the dock and contains a large Scotch boiler, coal bunker and boller attendents' quarters.

The monthly memorandum of. the British Iron and Steel Federa- tion, Caxton House, Tothill-street, London, SW1, shows that 99 blast, furnaces were in operation at the end of July, a decrease of one since the beginning of the month. Production of pig-iron in July amounted to 527,200 tons, CODAY. pared with 514,1933. The July output of steel ingots and cast- ings totalled 718,200 tons coin- pared with 757,500 tons in June, and 587,500 tots in July, 1933. The decline in the July, 1934, total was due to hoildays in Scotland.
