2. Rallies lack follow through.

The market is quiet, but steady, with minor gains and losses evenly divided. Traders are disposed to awalt developments. Continued narrow and indecisive movements seem indicated.

Steel operations in Youngstown this week are estimated at 24 per cents of capacity. The publication "Steel" says that although there has been a slight gain in demand since Labour Day, producers do not expect a broad and substantial recovery until after the Autumn elections and a clarification of the.
