SIR JOHN SIMON

On The Arms Talks

London, May 26. Sir John Slimon, the Foreign Secretary, poured a food of cold water to-day on those fire-cating paburists who are eternally de- manding that Britain shall turn herself into an international swashbuckler

He spoke out plainly about those "boycotts" and "economic sanc tloris" that the firefeaters want"to impose on the countries that they disilkė.

We must not assume that there was something which could bel" called an economic sanction dif terent from war which could be lightheartedly applied to all and sundry without the risk of war.

They did not solve this problem by talking rather airy of finan- cial and economic pressure.

...

Supposing this was done; were they sure that the state upon which this pressure was applied was going to take it like a school- boy receiving chastisement?"

the

Was it not possible that state might say, "You may explain to me that it is not an unfriendly act, but that is not my view. "My view. is that it "?

It was absolutely no use talking about economic pressure unless they could make certain that it was going to be effective.

Platitudes "Exhausted"

So far as regarded at least some of the principal importing coun- tries of the world they could not make that effective unless the United States would actively co- operate.

There was no good 'in 'pretend- ing not to observe the Imitations within which the United States was likely to act.

The real reason why there is this rather sudden wave of dejec- tion and alarm over the whole population which is sincerely de- voted to disarmament and peace

that we have exhausted the time when we could usefully ex- press ourselves in perfectly sin- cere platitudes, and are right up against hard facts."

As for the reassembly of the Disarmament Conference at Gene- va on Mày 29, he refused to take the view that we were at the end of a miserable adventure and that the leats said the soonest mend-

ed.

"We Set An Example

The British Government had in this matter given a lead through- out the world:

We were the one great Power that, had set an example to the world in unilateral disarmament, We were the one Power as Geneva which had produced a scheme, the only Power that had dared to mention a Agure of disarmament. Sir John reviewed the efforts to obtain an agreement on the lines of the British Draft Convention, and the way in which that draft had been modified.

"I do not believe that we ought to go to Geneva and start any new initiative," said Bir John.

"We have tried to do our best I think it is necessary now that we shall hear what other people have got to say and what positive offers they can auggest.".

A."Calamity" f

"Nothing shall be found want- ing in Britain continuing to play its fall part in saving the world from what undoubtedly is going to be a most serious calamity--the breakdown of the Disarmament Conference."

But he added, "do not let us take the foolish view that If this should happen it would mean the end of the world.

"On the contrary, it would mean that we had got to start a new effort for the same purpose.”

Acute Position In COMFORT

Johore

4

Singapore, June 2 Fears that the labour shortage in Johore will become even more acute than it is at present, were expressed by members of the Jöhore Planters Association at the Association. held in the Johore annual general meeting of the Civil Service Club, yesterday.

Attention was also drawn to the position in regard to quit rent and it was sted that the Association would take up very strongly the question of a complete waiver in respect of reserve land which, "un- der the rubber control enactment, may not now be planted on.

The chairman... Mr. J. WASE. Adams, said that the existing quota for Chinese labourers was far from adequate. In the ou “palm. producing districts the shortage had resulted in "Increased wazc rates which were having an adver se effect on rubber planting Reference was made to trouble which was being experienced from Chinese labourers.
