13. Surveyor General Speculates On Land In Canton.
we were not a little surprised a short time since to learn, that our Surveyor General is deeply and extensively interested in land speculation at Canton, the success of which is entirely dependent upon the progress of the Shameen side. Our objection to the Sur- veyor General being interested in such art operation is this. We are under the conviction that Shameen cannot rise unless Hong Kong falls, and we think 15 highly un- becoming that any public officer should be engaged in a private enterprise in direct antagonism to the interests he is paid to protect and advance. All men have their blas and prejudices let them ce ever so honest; few will sacrifice their private interests to their public duties," and of those few we do not think we had even a fair proportion out here. Thus, it comes to pass that three depart ments of Government are adverse to the progress of the Cowloon site. The Navy, the Army, and the Surveyor General However the foreign Customs and the Rebellion will last long enough, we think, to place Cowicon out of the tender mercies of the trio. That is to say, the cards will be all in the hands of Sir Hercules Robinson for such a length of time, that he can hardly make a mistake.
We do most heartily wish that Government, would give our Suc- veyor General a good pension and let him go home. He does an immense deal of harm and from his long residence here, combined with his private, worth, and pub- lie integrity, possesses an amount of influence which greatly en- hances and fortifies his powers, of evil. His position is really most absurd with far more Colonial business upon his hands than any five men are capable of managing -jealous to a degree of the sligh Lost interference without the smallest. pretension to the exercise

In devising means of the Government income, the authorl- tles must bear in mind always and above all the interest of the people. Following the speech.
