Geneva, May 15. Preparations for the Saar plebis-

cite began to take definite form on Tuesday with the League of Nations publication here of the report of its special committee appointed in January to examine the measures necessary for the forthcoming vot- ing.

In its report, the committee takes the stand that according to the treaty of Versailles, governmental authority, also during the actual plebiscite, must be exercised by the present League of Nations Govern- ing Commission..

A most detalled examination was given to the determination of qualified voters--those persons who at the time when the treaty was „signed had resided within the Saar

territory.
