Police
There is an old saying that "murder will out." We" sadly fear that the adage will not apply to this part of the world... We know of three cases of murder in this, Colony which despite every exer- tion on the part of the authorities. have completely baffled the police There are certainly difficulties to contend with here that do not exist in Europe. For instance if a Chinese excape to the mainland, pursuing him is like searching for a needle in a load of hay, Then again the difficulty of man- detective force among aging a such a corrupt and venal race as the Chinese are the difficulty of acquiring the language-the mul- tiplicity of dialects-the penchant for lying which charaeterises the Chinese. Rewards are good things in their way, but if they are made too large doubtless Chinese could
be found who would come forward to claim them and produce men who would pretend that they were the murderers. In this res- pect, it cannot be denied that the British authorities in China bave done their duty as well,

As' re- gards the general appeal, it would be on two grounds-Whether a previous user must be proved be- fore the premises could be held to be open, kept or used as a com- mon gaming house; and whether direct evidence of suspicion that the premises were being so used was necessary before Section 11 of the Ordinance could be applied.
Mr. Lim said the premises were entered by police on a warrant
on March 1, and money and cards were found on the table. The tenant of the first floor, where the party was found, was Lei Pin and he was alleged to be conducting the proceedings with the assistance of Pang Man. There was no evidence of previous gaming there, and in the absence of evidence of suspicion (which was not proffered at the lower Court) the Section under which the warrant to enter was made, could not apply.
