Preminary Inquiries institutéd by the Baltic and Internacional Conference are stated to have suggested that the introduction of subaldies of defensive meaðures for British shipping night be followed by counter-measures - in other countries, with the probable résult that there would be a further fall in
freight rates. A last effort to achieve international and rational agreement is, there- fore, to be made.
Suggested State Assistance The executive committee of the Baltic and International has to this end prepared a plan for the systematic laying up of surplus tonnage on a basis of International agreement. It is contemplated that the. Taying-up process should at first be financed by the States at the rate of 10s a gross re- gistered ton for six months, or 208. a year. It is proposed that 25 per cent. over 500 tons gross should be fald up only freight-space to count in the case, of passenger ships. This, It is hoped, might lead to an improvement in freight rates which would enable the further financing of the laying-up subsidies to be borne by shipowners
themselves.
