RECENT FIRE TRAGEDY
RECALLED
Cracker Factory Manager Fined
The tragic fire in Pak Tai Street "on March 13 when à Chinese was burnt to death, was recalled at Kowloon Magistrady yesterday when Chan Lan Fong, manager of the Kwong Man-Joong firm of fire-cracker manu facturers was summoned on two charges; (a) causing or permitting the manufacture of Are-crackers at No. 109 Pak Tai Street, and (b) failing to observe the conditions of his licence by allowing fire-crackers to be handled and dried at No. 109 Pak Tai Street, which was not licensed.
Mr. J. C. Fitz Henry, of the Fire Brigade, prosecuted, and Mr. . K. Lo appeared for the defence.

As a result, a tire bruke out. Two men ware injured in the fire, one suc incumbing, but the other recovered. The latter would say that he was the de- ceased., who, incidentally was the fore- man, sitting a few feet away from the crackers when suddenly there was Bare. Mr. Lo went on to say that he un- derstood that the charges were alterna tive, and it be pleaded guilty to oue, the prosecution would withdraw the

Mr. Lo said he should have thought that the second charge would be proceeded with, in view of the circum stances of the case, which he thought had nothing at all to do with the manu facture of fire-crackers. Mr. Lo stated that he would like to say, at the outset, that the defen dant and his colleagues were all very sorry that a man had lost his life in the fire. especially as the man was an employee of the firm. Some years ago,
a somewhat similar incident involving this firm, resulting in the death of an unfortunate woman. At that time it had been a practice of long-standing for this firm to allow their women workers to take tire-crackers home to put on the fuses. In one case, fire occurred in the house and a woman lost her life in this fire.
System Explained
Continuing, Mr. Lo said one could only surmise that some of the crackere must have fallen in to the store and became ignited. The fuses had not bean put into the crackers, and there- fore there were no explosions. There was only a big fare.

There was no doubt that the fore- man had removed the crackers to the fokia' quarters with the sanction of the manager of the factory. But. Mr. Lo would not ask his Worship to. take a lenient view of the case, be- cause he felt that in all honesty he could not do so. It was a serious matter and defendant must assume responsibility but he (Mr. Lo) must say in fairness to him that he had given strict instructions to his employees not to move anything ours of the licensed premises.

Mr. Lo said he was telling this to the Court not because he was trying to influence his Worship's mind, but he was trying to show that no fartber punishment from his. Worship was needed to make the defendant feel more sorry over what had occurred.
