23.-The Currency Of The Colony

The revenue of this Colony is nearly all absorbed in salaries, and the recipient of salaries, not the people who pay the taxes, have entire control over it. On a inte occasion they came to the unani- mous and secret conclusion that they were underpaid. They made a representation on the subject to the Duke of Newcastle, H, M. Sec- retary of State for the Colonies (which this community have not even yet seen;) and His Grace in the most charming and liberal manner granted the application.

The Hongkong market people never raise the price of provisions -no matter how scarce or how dear articles, of food may become these determined philanthropists adhere to their rates. They how- ever, reimburse themselves thus, They always sell for copper cash being current at twelve hundred per dollar-now let us suppose that pork doubles its price, it will stil be 100 cash per ib. nevertheless, but copper cash would be six hun- dred per dollar. We of course are putting in an extreme case for facility of illustration.

The salaries of our officials" are stated in pounds sterling. but are paid in dollars. As they have the matter entirely in their own hands, they fix the exchange at four shill- ings and two pence per dollar. I they gave and took, little need be said about the matter, but it is
