13-Criticism Of Local Postal Service

We. And upon inquiry that we are in no way under any obligatioris to our local authorities for the con- cession made regarding the receips of late letters on board the mall steamers. It was the Admiralty.it appears from whom the suggestion came, the proposition being 'that a late box should be placed on board each mail steamer into which "all letters and papers could be thrown up to the last moment. This box was to be delivered to the Singa- pore Post Master, who was to cax the contents with regular postage and the late fee, both of course be- ing payable by the recipient.

The action therefore of the Hong Keng authorities has been to cur- tall the accommodation which the Admiralty contemplated, simply for the sake of exacting a tax, and thereby reaping where they have not sown. The revenue of the Cal- ouy requires to be sharply looked after, or it will never bear the in- creased civil list and new batch of pensions so patriotically engrafted upon it. We make every allowance for this necessity, but at the same time we think the Post Office of this Colony should be adapted to the requirements of the public and not be a stumbling block on the progress of the day.

The refusal to acknowledge post- age stamps and the absence of small currency, combine to attach the stigms of petty dishonesty to it, from which all departments un- der a

be free. The charge of double postage to British India too, on the grounds of this branch having no account with the India branches cannot be reconciled with the prin- ciples of common honesty.
