The official opening ceremonier of the tmpletion of the Hapchang Railway to Kiangaan on the bor ders of Kiangel Province took place on December 29. This rail- way is a monument to the fine work of the Department of Construction, marking the most economical bit of railway construction in China. The total length of the line is 360 kilometres and the total cost $13,- 000,000 or about $38,000 per kilo- metre.
