The Newfoundland Bill received the Royal Assent to-day, and an offer is made to the holders of the various Newfoundland loan obliga- tions to change into new guaran teed three per cent stock, repay- able in whole or in part at par on July 1, 1963 or, at the option of Newfoundland, on or after July 1, 1943, on three months' notice being given.
