Canton, December 4. The impending war between Fuklen and Nanking started to- day, according to a cablegram from Fukien received by the local military authorities this morning.

General Tsai Ting Kal, Commander of the Nineteenth Route Army, is said to have issued a general mobilization order, and that he himself will lead an army to attack Chekiarig. In view of the outbreak of civil strife between Fukien and Nanking the Political Council of the South-West, yesterday, issued a circular letter to all the members of the Council asking them to attend an urgent meeting to-day in order to discuss the Fukien situation.

-According to a report emanating from a military source, there is a fresh movement of troops in the East River region. The whole division under the command of General LI Chen Liang has been despatched to reinforce the troops under General Chang Sut. Kwel at Swatow and Mul Yuen. In an interview with local Press representatives, a high mili- tary officer declared that the relative strength of sea, land and air forces of the Central Government are much superior to those in Fuklen but he stated that the 19th 'Route' Army is a hard nut to crack and can put up strong resistance. However, he believed that aerial combat will play an important part in the present struggle.
