Drastic Measures Introduced

FOR SOLVENCY OF INSURANCE FUND AND MORE BENEFITS

London, Nov. 30.

The new unemployment insurance bill, the most important Government measure in the first part of the present session, was debated in the House of Commons to-day.'

It makes drastic amendments in previous unemployment in- surance acts, establishes the solvency of the Insurance fund, pro- vides outside unemployment insurance for assisting and promot-. ing the welfare of able-bodied persons and extends the period of benefit.

DETAILS OF NEW SCHEME

The clauses dealing with young persons reduce the minimum age of entry, into insurance to the Increases schol-leaving age and the junior instructional centres, while other clauses set up Assis- tance Boards and ́Advisory Com- mitees to determine the persors to whom and the circumstances in which allowances may be granted from the unemployment assisance fund.

In moving the second reading. the Minister of Labour, Sir Henry Betterton, described the bill as one of the most comprehensive pieces of social legislation introduced for "over a generation.

It represented, he claimed, the logical development of the poller pursued by every party in Great Britain during the last thirty years.
